Kobayashi is indeed a family name, linked to points of family history in Japan. Google Maps shows a pair of Kobayashi-named prefectures (Kobayashi Inzai, Kobayashi Chiba) on the peninsula east of Tokyo, and there are several other Kobayashi-named prefectures scattered around Japan (Kobayashi Soba Prefecture near Matsomuto Nagano, Kobayashi Hoki Tottori Prefecture, etc). The Kobayashihigashi Osaka Prefecture is near Kobe; maybe someone who knows more Japanese than I do could speak to etymological connections.
Maru (meaning "round") is a very popular cat, whose Japanese owner has posted many highly-viewed videos.
No Kobayashi Maru prefecture that I could find, though.
