I've considered this before. Every house I've lived in has had textured walls and ceilings. But I don't think it's how they did it, because usually the textured walls come out with fairly splotchy finishes. Sometimes little peaky specks and sometimes flatter wider splotches. The sets and props that got this treatment had a much more uniform texture that often visually disappeared unless seen close up.
I really think it was probably an additive to the paint that was then sprayed on. One of the behind the scenes vids from Enterprise show them spraying the corridor walls with a big sprayer attached to a hose, that probably ran back to a big bucket of paint that was mixed to give a consistent color/finish across a large set. They might have added something like silicone to the paint to cause it to wrinkle.
I'd really like to see someone try to replicate it some day.
