And below is how I have in mind to make these. Take a clear sheet of mylar (or clear film of some kind or other TBD), and then screen print acrylic paint on in layers from bottom up. Note that the apparent holes below aren’t actual holes through the clear sheet but merely unpainted areas.
Cut translucent colored gels in a vinyl cutter, scissors, etc. These are sized to slightly larger than the unpainted areas under which they are to be laid.
Tape the gels to the underside (unpainted side) of the mylar
Cut a screen frame in black vinyl and lay that in in the same manner as the gels
With a registration mark printed on the whole assembly (not shown), put the whole thing in a vinyl cutter and have it cut out the following paths. These will be the only actual through-holes in the clear plastic layer.
The screen graphic will be made in a similar manner (simple black acrylic paint screen printed onto mylar with a colored gel backing), cut out, and laid behind the main graphic just like the gels in the clear screen area above.
