So, I have some more observations.
First, it’s interesting to see that it was made by Makeup and Effects Laboratory Inc. I didn’t know that much about them off hand, but they also did the Andorian antennae, the Borg Queen costume…and a bunch of other stuff. Their credits page says:

Fabricated all key props from 3rd to 7th seasons. Fabricated various costuming pieces for multiple episodes and fabrication of miscellaneous items for Michael Westmore and his makeup department
With all that, I would think their name would come up more.
I wonder if the Klingon elements that were removed were saved or discarded?
I couldn’t see anything in the images to identify the motor, but part of the electronics looks like a Dinex Midget Controller T2, or something similar. I can’t find a match doing a web search. Looks like something used a lot in RV electronics.
The Sternbach design drawings shows an acrylic cover for the centrifuge. I wonder if that was made but not used?
